PUSPAKOM Sdn Bhd (“PUSPAKOM”) and the Malaysian Institute of Road Safety Research (MIROS) today conducted the PUSPAKOM–MIROS Joint Programme as a strategic platform to strengthen collaboration in road and vehicle safety through data-driven approaches, governance of vehicle inspection services, and the exploration of research and development (R&D)-based collaborative initiatives.
The courtesy visit session was attended by PUSPAKOM Chief Executive Officer Encik Mahmood Razak Bahman; MIROS Chairman Professor Dr. Wong Shaw Voon; MIROS Director-General Associate Professor Ir. Ts. Dr. Siti Zaharah Ishak, and senior management representatives from both organisations. The programme took place at the MIROS Office here on 12 January.
Through the programme, PUSPAKOM and MIROS held technical discussions and shared expertise related to road safety research and data-driven assessment approaches to support continuous improvement within the vehicle inspection ecosystem.
Dr. Siti Zaharah said effective road safety outcomes depend on close collaboration between operators and research institutions.
“Through this engagement, MIROS contributes technical insights and research expertise to support continuous improvements within the vehicle inspection ecosystem in particular, and road safety research more broadly. MIROS will also support enhancement efforts through data analysis, risk assessment and technical recommendations that can help strengthen vehicle safety and public confidence,” she said.
She added that the implementation of technical audits related to vehicle inspection is consistent with MIROS’ functions under the Malaysian Institute of Road Safety Research Act 2012 (Act 748), including its role in reviewing testing methods carried out by vehicle inspection organisations.
During the programme, both parties also exchanged views and discussed potential areas of strategic collaboration, including research and development (R&D), studies on public awareness of vehicle safety, as well as the development of joint programmes and initiatives to promote road and vehicle safety to the public.
Any form of medium or long-term collaboration will be considered progressively and remains subject to approval by the relevant authorities.
To ensure PUSPAKOM achieves optimal service delivery standards under its Service Level Agreement (SLA), the Ministry of Transport Malaysia (MOT) has established comprehensive Key Performance Indicator (KPI) monitoring requirements. This initiative, which began in 2009, has undergone continuous improvement and was last updated in 2024.
The measure is aligned with the Government’s strategy to expand the establishment of Vehicle Inspection Service Centres to provide more accessible, efficient and holistic services to the public.
The technical audit is carried out impartially and is based on established mandates and principles of good governance, with a focus on matters directly related to testing methods and their implementation. This includes operational readiness and equipment calibration compliance, ISO 9001 and ISO/IEC 17020 Management System certification, service turnaround efficiency, customer satisfaction, as well as safety aspects of PUSPAKOM’s services.
